1) The Vilna Gaon says that the 613 Mitzvos that we know of are merely general commandments, with an infinite number of details for each mitzvah.
2) The proof is that some parshiyos do not have any of the 613 mitzvos. The Torah does not waste words. So why write those Mitzvah-less parshiyos? They teach details about mitzvos. Vayera is an example as it a "Shulchan Aruch" of Chessed. It abounds with examples that teach many ways of doing kindness for others.
